Here's a thought, since this doesn't occur in Linux on the same machine, it's not the monitor. If it were the monitor, it would happen on both Linux and Windows.
It may have something to do with power management in Windows. Try turning the power management off and setting the monitor to always on. Sometimes, the monitor itself will have a power management setting that can be set to always on.
It might also have something to do with the way the video card is being initialized (or not properly initialized) in Windows. You could connect the monitor to your external VGA port on your laptop and see if it work well there. _________________

One more thing to try here. I still have the wide screen monitor that my family got me for Xmas. I was going to see if I could trade it in on a more square one but now it's too late. It's sitting here and I could do a change there and if the behavior occurs with that one, I'll know it's not the monitor.
My Win boot up has so many more things to load than Linux does that perhaps the long wait makes the monitor go into sleep mode (light turns yellow) before the rest of the boot up.
Of course, that seems to point to the boot process rather than the monitor. _________________
