Cigarette lighters, or the now more politically correct 12V convenience outlets are typically fused at 20 Amps, so I suspect they might.

I quit smoking 15 years ago, just after I got married (funny how that happened..) I hadn't notice but we have a '03 pickup and a '05 toyotoa van. Neither one has a ash try.

So it's not really jumping the car but adding more amps back to the batt...
